I don't know how long this has been going on, but Google prefetches the top link in any search using <link rel="prefetch"> - try searching for 'professional' with your browser set to ask before setting cookies. You'll notice a cookie being set from www.nspe.org
So, if I understand it correctly, whether you like it or not, you are visiting the top link on every Google search. It'll be there in your cache whether you actually click the link or not. It will be in any firewall logs, as well as the access logs of the site in question
there's a fix
type about:config in the address bar
find network.prefetch-next and set to 'false'
